well maybe if you can you should go to a latin american country or spain, talking to people its a good way to start speaking, more than books and boring tapes. Im from Venezuela, I speak both Spanish and English .My native languague is Spanish and I learned English speaking to people on my vacations to the States. Lessons will be a good idea too if you cant afford going on holiday, but make sure it includes conversation sessions.Its the best way to learn.

See what CD sets your local library has….There are good sets like Rosetta Stone and the Pimsleur Method, for instance. Do an inter-library loan at your public library if neither are available locally.
Rosetta Stone requires a computer to use. My library has access to it online; maybe yours does also. Ask them.
With Pimsleur, doing an inter-library loan, you might be able to keep the disks for a week. That will give you time to evaluate how you like the language. Pimsleur can be burned to an MP3 format and played on a computer or an mp3 player. It doesn't use a book.
Here is how you do it:
Do an inter-library loan at your public library for Pimsleur, Beginning Spanish. There is a basic 8 lesson set and the full 30 lesson set. Pimsleur doesn't use a book. It is easy to start using and you will be speaking simple sentences right away. You can carry it around on an ipod or a cheap mp3 player. Listen every day. If you finish the Beginning 30 lessons, get the Intermediate, then the Advanced. No book is necessary. Supplement it by finding grammar explanations online. Also, if possible, supplement it with Rosetta Stone Spanish.
Then at the same time work with these online sites:

And if you can invest $12 plus shipping you should buy Collins Spanish-English Talking Dictionary so that you can have an excellent onscreen dictionary that helps you with the pronunciation.
If you can afford the Collins dictionary, use this site:

which is the best online dictionary and it also pronounces the words for you.
Make Spanish a hobby. Get into it. If you can get the Pimsleur on mp3, use it every spare moment. Set goals, like missing only three items in a lesson before you can move on to the next. And get a good grammar reference… like Idiot's Guide to Spanish or Spanish for Dummies. This is not to study from, if it's too boring, but a reference so you can get your grammar questions answsered.

If you can you should definitly get a job where there are a lot of Spanish speakers. When I was taking Spanish in high school, I believe I was learning more conversational Spanish working at a restaurant talking with the workers who didn't know much English.
If you can take classes, that would be great. Either way get a good spanish grammer/verbs book and study the things you've never learned.
Watch tv in Spanish when you can and really focus on understanding what they're saying. Make a list of some of the words that you don't understand and look them up after.
If you try to learn as much as you can now, when you get the chance to spend time in a Latin American country you will pick it up in no time.
